UPDATE: In Sept. 2011, IDFPR made some changes to the application guidelines that affect internationally-educated nurses. Updated information is provided after each step, where necessary.
Here's a quick rundown of the things to do when applying for a nursing license in the state of Illinois if you're a foreign-educated nurse:
1. Apply for a Credentials Evaluation Service (CES) report from the Commission on Graduates of Foreign Nursing Schools (CGFNS). Request for a Course by Course evaluation or the Full Education report. Download the application form from the CGFNS Web site (http://www.cgfns.org).

The English exam is needed when you apply for a Visascreen, which means you don't necessarily need to take it before your NCLEX. You are exempt from the TOEFL requirement of the IL BON because the medium of instruction in Phil. schools is English.
Unless you really want to take the TOEFL, you may also take the IELTS, which, according to other people, is relatively easier than the TOEFL iBT.
I already took my nclex-rn and ielts exams and passed. So, I am now about to apply for a visa screen maybe next month (feb). My question is, how long will it take for the CGFNS to process it? Co'z I have a US-tourist visa, and I'm planning to just go to US and have it process directly there myself instead (if it takes more than 1 month to have it processed and just wait here in the Phils.). What can you advise?
If you can provide more information about the documents that you already have, then I might be able to help you better.
As for coming to the U.S., you must be aware that no visas are yet available. So, unless you can get a change of status within your legal stay in the U.S., I highly advise against overstaying there. Once you are out of status, your immigrant or work petition will be automatically denied once it is filed.

you can register with Pearson Vue when your CES report is ready or almost ready to be issued. CGFNS usually sends out snail mail but don't expect that to be quick. You know how the post office works :)

I'm glad you found the articles helpful. It doesn't really matter how many schools you attended before you got your nursing degree, just make sure that your last nursing school consolidates all your grades from your previous schools in your TOR. In your application, just write down all your previous schools and degrees.

you can submit your application from Saudi, however you will have to retun eventually to the Philippines because your immigrant visa will be issued there, unlike when getting a tourist visa where you can apply in the country you're at. with the immigrant visa, you have to go back to your country of citizenship to be issued a visa.

I'm not sure I got your question. What do you want to do with the CGFNS ID number? It is usually sent by postal mail, but you can go ahead and create an online account in the CGFNS Web site. Once you've created an account, your ID number will appear on the Profile page once the agency updates it.

I think there's a limit to the number of fingerprint cards you can request, but I'm not sure how many. If you get all five, then that's good.

When you graduated from Grade 10, is that the equivalent of a high school graduation? you can simply put the date when you finished grade 6 as your grade school graduation and grade 10 as your high school graduation. As for your diploma, I suggest send the affidavit as well. Usually, we're exempt from the HS diploma requirement, so I believe it won't matter so much.

Have you completed all the documents needed for the CES report? If you created an online account with CGFNS, you should see if your documents are ready for review. Once they are, it shouldn't take more than a week or two to finish.
I got my CES report already. In my primary education it says there 6 years primary education. But i have 7 years of primary education since we have grade 7. Will there be any problem with that? Shall i report it to cgfns?

Once your CES is ready and you've complied with other reqt's of CTS, your Eligibility usually follows right away. To complete the process, CTS wants applicants to register with Pearson Vue. If you feel you're not yet ready to take the NCLEX, then just prepare first before making that Pearson Vue registration. After all, once you register you only have three months to sit for the NCLEX, otherwise your registration will expire and have to register and pay again.

i have checked cgfns.org and it is posted there that my REPORT has already been issued. I have also sent my CTS application to CTS and finger print cards to ibt.
The problem is i haved received a confirmation letter from cts that says that they have received the application form but still lacks the page 3 which is the license verification and the CES report. I have sent the CTS application a month before the CES has been issued.
I havent also received any confirmation from ibt for the finger print cards... should i receive any?

You can now register with Pearson Vue online. You'll get your ATT in your e-mail. Once you have that, you can call up Pearson's customer service to schedule an exam date.
The CTS letter was obviously sent before the agency received your full documents.

Your CES report has been issued and that means you are almost ready to become eligible to sit for the NCLEX exam. The last requirement is for you to register with Pearson Vue and schedule an exam date.

You specify which agencies receive the CES report when you applied for it, so if you specified CTS, then they will receive a copy of the report also. I suggest registering with Pearson Vue when the CES report is ready to complete the eligibility application.

This is the first I have seen of your blog and I am very impressed. Especially at your explanation of the Illinois process. As the CEO of a U.S. recruiting and placement company with offices in the Philippines, it is nice to see accurate information for a change. My company does have contracts ini Illinois and I just want to reiterate what you said about the IELTS. As long as your nursing curriculum was administered in English the IELTS is perfectly fine in Illinois. Fortunately for the majority or Pinoy RN's, your education was in English. This was a major concern of mine when I first started doing business in Illinois because the IELTS is the only English exam I use. I have had no problem with our nurses getting their licenses at all.

The CGFNS Cert. exam is no longer mandatory for IL licensure. You can get a CES Report instead. Look into the CES report from the CGFNS.org Web site.
but the thing is i want to know if 1. NCLEX is required when we want to apply for a license in il? 2. do we still need a local license in order to be a registered nurse in il? 3. were fresh grads last march 2008 and we just took our local boards last june 1 and 2, what would be our first step to become a registered nurse in il? and the next steps sana..

You do not need to have a Phil license to become eligible for the NCLEX if you wish to get a license in IL. The CES, which is one part of the eligibility process, does not require a local license.

Since you took the local board exams, you have to declare that you took it, so you have to go through the License Validation process.
1. Wait for the results of the boards and I believe you can get validation even without the license card itself. You just need to show the paper slip or certification that they give out at PRC when you pass.
2. So, number 2 no longer applies to you.
3. You have to accomplish the license verification for the CES, but if I remember correctly, you can skip the verification with the CTS. Try to read up past comments and posts here.
4. Leave the code blank if you can't find it.
5. You still need to pass the English test for the Visascreen, but not to get NCLEX eligibility in IL.

The Visascreen requires a passing score in an English exam, so that is a requirement whether applying for the first time or renewing an expired VS.

hi. goodpm. your blog has helped me in appying at CTS. quick question tho, since i put my Phil SSS #, can it be the reason why i cannot view my status online? is it possible that my information wont be in their database at continentaltesting.net? because i mailed my application together with my livescan and money order last july 10, (btw im in chicago, on a tourist visa) they encashed the money order last july 16 and yet i cant get my status. my ces was long overdue, i think they mustve got it in april. you think they might have lost it, because i just recently filed my application? thanks!
A US SS No. was what was being asked in the application. If you didn't have one, you should have left that blank. Anyways, that is not the reason you can't see your status online. The agencies usually don't update their online databases as fast as we wish they would. Just send them an email or call them since you're in Chicago already.

The fee is $200, plus $150 if you're taking the test outside the US. You pay the $200 first when you register, and then pay $150 when you schedule a test date. When scheduling on the phone, have your credit card or your sister's card with you.

I just have a question, my cousin is in IL, she told me to take the NCLEX of Vermont instead of IL, because SS number is needed in IL in able to renew the license. Is it true? Since there is ongoing retrogression, she worries that it might expire and I am not able to renew it since I don't have any visa. She told me to apply it for a reciprocity if I will be able to pass the Vermont's Exam and if US is already open for nurses again. Is it a good way? Is it easy to apply for a reciprocity from Vermont to IL?
Also, CGFNS is not a requirement in IL? But what is CES for, that I should get in CGFNS Org?
Is it okay to take up IELTS instead of TOEFL?

I am planning to apply for the NCLEX-RN in IL. I chose ERES for my CES report and mailed the school forms (FORM101) and my application form (FORM100). I'll be going to PRC ILOILO (since I'm Bacolod-based) tomorrow for the FORM102... wanted to ask you:
1. How long will PRC ILOILO send the form102 directly to ERES?
2. I used the local postal service instead of FEDEX, etc to send my forms. They say it takes 15 days to get to the destination, is it true? Airmail naman....
3. When sending the 4 page Application form (IDFPR) to CTS, how can I pay? Bankdraft with the form? To whom do I address the bankdraft? And I'm confused, is it $82 or $200 or $282?
4. If I pay that $82 with the forms, then I won't have to register online at CTS (www.continentaltesting.net)?
5. If I pay the $200, would I still need to pay $200 for the PEARSON VUE when creating an account?
6. I also need to confirm that I DON'T have to send the CT-NUR and ED-NUR anymore since I have CES (ERES).

You've just been issued the CES report, which basically, is just a report that determines if your education is comparable to US standards.
CGFNS should have already sent a copy of your CES report to CTS, which will in turn determine if you meet all the requirements for NCLEX eligibility. , for example, fingerprinting, is one of the other requirements, among others. Without the CES report, CTS cannot evaluate your application fully. All the required documents, fees, etc. must be met first.
It usually takes CTS a few weeks to complete its evaluation. If you know that you've completed all these requirements, I suggest calling CTS two to three weeks after the issuance of your CES report, just to follow up on your application.
Once you receive your eligibility, you can register with Pearson Vue, and then wait again for your ATT. Some applicants get it in a matter of hours, for some, it takes days. After you get your ATT, you can call Pearson Vue's customer service to schedule an exam date. I suggest securing that US Visa first before you schedule an exam in the US. Unless you already have a US visa on hand, you could risk scheduling an exam date in the US and later on being denied your visa application. You can start applying for that US Visa now but have another valid reason to go to the US aside from taking an exam which you can sit for without leaving the Phils.

i'm quite confused lang on how to fill up the Part 1 Licensure method and fee of the application form. I know na ang ilalagay sa Licensure method is EXAMINATION but which one? is it the EXAMINATION (CTS) or the EXAMINATION (NCSBN) or both? how about for the Fee? which of the two ($82.00 or $200.00)? or should i add them up together?
Wear whatever feels comfortable. It's getting cold here in Chicago, so be prepared for very low temperatures outside. But you can wear anything decent when taking the test.
You'll need to pay two separate fees. One for CTS and the other to NCSBN for the NCLEX exam itself, plus additional charges if you're taking it outside the US.
I've noticed that the addresses on the forms I've sent (both CTS, ERES, etc) have no U.S.A. on them. Just a copy/paste address from their forms which are only the State and zip codes. I forgot to place the "U.S.A." on them, I am using the Philippine Post Office, would it reach the destinations correctly?

I have already mailed Ms. West re:my request for the fpcard almost a month ago, she did reply back anyways. but still i'm worried coz it's taking so long, is it usually this long for the fpcard to get to me? ayoko lang mag-antay ng wala eh.
Also, i have questions din re:IBT fpcard scan. Ano po ung ipapadala ko sa kanila (that is after receipt of the fpcard)? fpcard and bank draft lang ba? no forms to be filled up? and how much do they charge kc i can't find in their website eh?

one last question na siguro ito sir geoff, kc i have done na ung finger printing sa carriedo and nag submit na rin ako sa prc ng form for the CES report.
But when i gave the CT-NUR form and instructed them na ibbalik sa akin ung form na iyon for it to be attached sa APPLICATION FORM ko hindi daw pwede dahil nga nakasulat sa CT-NUR form na "DO NOT RETURN COMPLETED FORM TO APPLICANT". i even showed them ung instruction sheet and pinabasa ko pa ung hinighlight ko na statement dun sa page3 ng instruction sheet "You must direct the appropriate licensing agency(s)/board(s) to return the
completed form directly to you to be submitted with your application."

Last time I checked, Phil. licensure was not mandatory for one to take the NCLEX for IL licensure. Unless there is a new regulation that we haven't heard of. Hope you can share to us what you've found out. Thanks.

There was a change in IDFPR's policy recently. I suggest you contact them directly before you do anything. From what I understand, they will require that you are licensed from your country of education. I don't have the new guidelines right now but I will check when I get the chance. i passed NCLEX septmeber of last year. i submitted the reply slip and payment to the dept of regulations and yet i'm still not registered in their website and i haven't heard from them eversince:( i was wondering if i need to take IELTS? I didn't plan of getting it coz i thought it was just needed for the visascreen; I'm being petitioned by my fiance. is there a new rule in IDFPR that before i get my license i should take IELTS? or is there any documents that i need to submit? i tried calling them but really, it's no use. no one's answering and i'm left hanging. please help me, i don't want my NCLEX exam to expire. thanks so much!
